





ARPA offers these goals and their supporting discussion as a blueprint
for an important rail passenger network for Arizona, a network sufficient unto
itself to allow persons to travel widely throughout the state without resort to
auto use. In this way, the congestion, emissions, auto damage, and personal
injuries now experienced throughout the State's urban and rural highway system
may be mitigated, to the great benefit of all of the citizens of and visitors
to Arizona.
