The following goals are presented to the State of Arizona, its counties, its cities and towns, and to all Arizona citizens and countless visitors who deserve the best that can be offered in a statewide transportation network. These goals depend on each other and on a modern infrastructure as described later. The proposed rail passenger services that follow are offered in five categories:
Each of these rail passenger services addresses the mission of providing alternative transportation modes for the citizens of Arizona, and countless visitors as well. All of these rail passenger services will, when implemented, provide significant travel capacity to complement the State's network of urban and rural highways while at the same time becoming an important attraction for the tourism industry.
ARPA makes the following suggestions and recommendations for these rail passenger service goals.
