





A Regional Passenger Rail System for Arizona
April 10, 1990
On September 23, 1989, the Arizona Rail Passenger Association published
a proposal for a Regional Passenger Rail System. In response to our proposal,
UTDC, Inc., a major North American rail car manufacturer and regional rail
system operator, asked NHA, Inc., an Oceanside, California transportation
consulting firm, to prepare the enclosed White Paper.
This White Paper provides extensive information, augmenting that
contained in the preliminary proposal of the Arizona Rail Passenger
Association.
The map used in the ARPA proposal appears in the White Paper as
Annex B. Since the September proposal was
published, ARPA has added a Phoenix - Yuma segment to our suggested system.
The significance of the regional approach to passenger rail
transportation includes the following:
- Substantially all rights of way and rail are in place, waiting to be
used.
- The five contiguous counties to be served contain approximately 85
percent of Arizona's residents.
- The area will continue to experience rapid growth, permitting
additional increments of service.
- Attractive, efficient state-of-the-art equipment will be used.
- Significant, profitable business can be developed by effective
marketing, directed toward Tourism and Leisure Time travel.
