(1998) Mr. Thorne is a retired Clinical Psychologist. Over a period of thirty-seven years he served in four states and was charged with the responsibility of developing and managing a statewide service network for the Developmentally Disabled. His duties involved working directly with the Executive and Legislative Branches of state government. At the National level he served as a planner and consultant with various branches of the Federal Government, including presentations before Congressional committees in his role as President of the National Association of State Directors. At one time, Mr. Thorne worked for the Northern Pacific Railroad and later as an 'operator' for the Denver Tramway Company. Upon retirement from his profession, he accepted an appointment as the Executive Director of the Shore Line Trolley Museum in East Haven, Connecticut. He has been a member of ARPA for several years and served on several of its committees.
