(1992) One of our first members. He has served as a Director and held various officer positions. He originated and has led the Regional Rail Proposal that is now ARPA's proposal to provide a regional service from Wickenburg to Nogales and Yuma to Mesa with the core Phoenix - Tucson service. He has presented this proposal statewide and has received Proclamations of Support from the Boards of Supervisors from every county through which the system would operate. Mr. Loulan is a retired Life Insurance and Annuity Specialist.
